Along with the development of information technology, when the computer is no longer a luxury thing, it is common for government's institutions to optimize computer’s usage to support their operational activities. One of its additional values is to obtain time and energy efficiency, ease and simplicity in organizing internal data for the purpose of increasing their employees’ performance. Information technology in E-government field has the capacity in actuating this additional value, with its characteristic for having no limit of time, distance, and territorial border. As one of government institution in educational field, The Center of Education and Training (Pusdiklat), Ministry of Public Works is continually trying to offer additional values in every aspects of its services, such as, increasing operational performance quality and efficiency in organizing Widyaiswara’s data. Therefore, Pusdiklat PU took the initiative to develop an application of the web based Widyaiswara’s Management Information System (SIMWI) to make it accessible by Widyaiswara in every areas by utilizing the internet connection. In this research, the writer tried to analyze by using the System Development Life Cycle approach to produce SIMWI application design for Pusdiklat PU. From this analysis, it is hoped that the physical form of the application planning will meet the purpose of the E-Government developing project. In the end of this paper, the writer tried to make conclusions and gives recommendations for successful achievement of final objectives of implementing the application in Pusdiklat PU.
