In the era of service economy, knowledge and information become the key elements to establish welfare. Information and knowledge are needed to accomplish all kinds of tasks. Therefore, information and knowledge must be managed and optimized to management is needed to be ableto provide the appropriate information so that decision making can be done appropriately as well. In accordance to the government program to conduct good governance, currently the Indonesian Agency for Agricultural Research and Development (IAARD) has applied e-governement as an e-business model-to improve public srvices,both internal and external of the organizationby building the IAARD network (IAARDNet). However, the information and knowledge contained within the IAARD has not been well managed yet.Thus, decision and policy making is hindered by lack of the right information at the right time. Therefore, an integrated system is needed to support information and knowledge management at IAARD by utilizing the existing network. To implement knowledge management supported by information technology inorder to provide communication and dissemination services, organization administration services, and collaboration, an appropriate e-government architecture design is needed. Such business needs can be manisfested in the form of business model that is an enterprise knowledge portal, which is the combination of intranet portal and extranet portal. Features contained within this portal are, among others, registration and management of RPTPs; research and development news; monitoring and evaluation; reporting; tracking and download; research highlight; e-mail , mailist and discussion forum; and workflow management. Meanwhile, the suitable business pattern is the composite pattern that is the combination of self-service, information aggregation, and collaboration patterns. Several things to pay attention to in implementing this portal includes strong support from the IAARD leaders; stsrategic planning, code of conducts and comprehensive technical directives of information technology; the presence of Information System/Information Technology division and strong and professional human resource; socialization to both internal and external users; and data security issues and futher development.
