The management of human resources has played the key factor for the success of an organization especially in this globalization time where many organisation becomes a knowledge based organization. The Indonesian Institutes of Sciences (LIPI) as a non departmental organization that based on knowledges has to optimizes the use of its human resources to gain more money for the funding of its operations as a research institute, as the funding from the government is very limited. The management has then to follow the modern human resources management besides the need to follow the management as ruled by the government for the government employee. The management ifnormation system is one of the tools that is used in the modern management of human resources. In the development of an information system there is always a need to have the right methodology. The Rational Unified Process (RUP) is a methodology that is developed from best practices in the world of software development. The iterative development, the availability of technique for tracking user feedback during requirement analysis, the support of the use of visual modeling UML (Unified Modelling Language), and the availability o f conctrole for software chane requiest, has been the characteristics of UP. The UML itself is a visual design tool of an information systems that offers standard for model designing of an information system. In this report there will be representated the usage of UML notation for the development of an human resources management information system. By using this industrial standard the stakeholder, the development team member as well as the other affected parties can understand, value and verify the system design will their own point of view.
