Population and civil registration department in Pontianak has several tasks that require information systems where the system is a computerized system. One of its taks is making the excerpt or birth certification. Pontianak population and civil registation department should be able to use information technology evolving at this time in order to provide maximum services and information for the community. the method used in this paper is the metod of observation, literature study and produce a new system analysis using tools suc as AD (Activity Diagram), DFD (Data Flow Diagram) and ERD (Entity Relationship Diagram). Database management required in the design of a new system for easy access to any files in it. The database will be generated consisting of five files, the complainant files, the parent files, child file, administrator and payment files. the data will be entered via the information system are made by using the java progamming language and MySQL database.
