Nowadays, higher education institutions (HEI) rely on information and communication technology (ICT) for all aspect of their activities: administration, teaching, learning and research. even throught the adoption of ICT in higher education has been extensive since mid 1990's, it has failed to produce the radical changes is learning and teaching. despite a lot of universities now possess abundant computers and technological infrastructure,there is considerable variability in adopyion pattern when it comes to the activities and purposes for which ICT is being used. previous studies indicated that ICT implementation in higher education is not a trivial process. it is more complex process and would lead to a number of challenges and involed miltiple problems such as organizational problems, technological problems, management problems, social problems and others. intended for developing countries, there are several barries that hinder the growth of ICT implementation. this paper present the analysis of past relevant literatures and presented some theoretical perspectives and barriers related to ICT implementation in higher education institutions.
