althogh many countries have developed e-participation system, their citizen's participation level are still not good. thus, this paper aims to further explore the drivers behind citizen's decision to engage in participation on the internet, by validating the use of social cognitive theory and combinig it with e-government service quality theory as is environment factor. research data are gathered from 410 respondentd by using survey method analyzed with partial least square structural equation modelling (PLS-SEM). The result show that the most significant factor behind citizen's intention to participate online is participation self efficacy. Furthermore, outcome expectation performance and personal are also proven to be one of drivers. Meanwhile, those cognitive factor (participation self-efficacy and outcome expectation) are positively affected by service quality of e-government.
