ABSTRAK

In Indonesia, imigration matters and policies are handled by the Directorate General of Immigration (DGOI) under the Ministry of Justice (MOJ) In general, DGOI is fully responsible upon the flow of Indonesia citizens as well foreign citizens coming in and out of Indonesia territory. National Security has always been the main prioritised concern of the Government of The Republic of Indonesia. Second priority but not less important is the Non-Tax State's Revenue obtained from the issuance of Immigration related legal documents. This paper eals mostly with aspects related to the latter priority. The DGOI is also required to provide good public services that enable the institution in enhancing its efficiency and effectivity in the wole sense. Good pulic services entail implictly efficiency and effectivity of the institution providing the services. With such tasks on its shoulder, the DGOI certainly needs adequate supporting means and facilities including a comprehensive Management Information System. For this system, the Govenment of Indonesia has to invest in the appropriate Information Technology (IT) considerably. Such substantial investment will require investment justification based on its economic benefit represented by Return of Investment (ROI) measure. Through the help of Information Economics (IE) methodology, financial and non-financial approaches can be made to substatntiate the investment feasibility by means of ROI indicator. IT that is invested in the DGOI of the Republic of Indonesia is formulated and referred to as Management Information System for Immigration (SIMKIM) This final project details in details components of IE, then applied it to evaluate investment scheme upon IT of SIMKIM Data collection is preformed by means of direct and and di r
