Globalizationera demands all organizations, whetehr it is profit oriented or non-profit oriented, to operate efficiently and effectively. The purpose is to increase its quality so that it may survive in an increasingly competitive environment. One way to fulfill that is by using Informatio Technology optimally. Information Technology gives easier methodsto create, process, store and distsribute information. It also makes possible communication process that used to be difficult or even impossible. State Islamic University (UIN) Syarif Hidayatullah Jakarta is a higher education institution that bears the duty to develop both religious and general knowledge. Although not profit oriented, it is facing competition with other higher education instituitions in a local, national, regional and international level. To cope with the competition, UIN Syarif Hidayatullah makes an on going effort to improve the quality of its human resources. Tofulfill that, UIN has built several centers for science studies. One of them is Center for Information Technology and Telecommunication (Pustikom), which is under Faculty of Technology and Telecommunication (Pustikom), which is under Faculty of Science and Technology (FST). As a research organization, Pustikom needs and information system that functions as a communication media, activity and research tesult publications. The development of this information system is expected to consider two things, which are finance and an easy access of the system. One thing that support the second matter is the concept of open source. Open source holds on to the freedom in changing and distributing the source code of a particular program. This makes possible involvement of many developers from all over the world. Other than that, open source also supports free software distribution to all parties who would like to use it.
