ABSTRACT :Today information technology is needed by all organizations. With the use of information technology will make it easier to achieve the desire of the organization With a good ICT governance, the information technology will provide the maximum benefit.This researchis aimed to describe the condition of the services provided be the Ministry of National Education (Kemdiknas) according to the mission as public educational service provider.The level of ICT services in Kemdiknas is issues to be analyzed. This study aims to formula tehow to improve ICT services in Kemdiknas sousefultoprovidefacilitiesinprovidingservicesinKemdiknas.Thisresearchuses usingCOBIT4.1,thematuritylevelofserviceonthe"DeliveryandSupport"atthe processofDS1-“DefineandManageServiceLevel”willbedetermined.Afterthe maturitylevelofservicesdetermined,somerecommendationwillbeprovidedas the improvementmeasuresusingITILv3.The research towards the conditions on the DS1service maturity and provide recommendations to services quality improvement,such a Service Level Agreement (SLA). Base don't the observations and the ICT governance in Kemdiknas is the absence of data integration, lack of data and there is no standardization for the application Kemdiknas give some improvement. One improvementto service in Kemdiknas is to integrate applications and databases also the development of knowledge.
