This research was to model the standard terms-of-reference (TOR) in information system project base on IEEE 1062. the study analyzed the organization's particulars by collecting data and investiganting rules or procedures in software project management. after that, questionnaires were used to find the appropriate values and terms. the resultant TOR for information system projects of guides in creating objective documents and software project management. all projects can now be managed so that each process and project is clearly understandable and comparable.
