Computer application increases in number and becomes more complex inline with the business growth. In this the data management and integration becomes critical. XML Web Services offer a solution to handle this problem. This research aimed to study and explore the capability of XML Web Services in developing Enterprise Information System. The system developed is University Information System with a case study at UPN "Veteran" Yogyakarta. The methodology used in this research is the waterfall model methodology. This paper covers an analysis and design of the system before further implementation. The university information system is divided into 2 subsystems, academic information system services and library information system services. From the analysis and design conducted, XML Web Services become the main component in developing the University Information System.
