Name : Oki Priyadi Study Program : Master of Computer Science Title : Methodology Development of Knowledge Management System in Electronic-Based Government System Using Method Engineering and Delphi Method : Prof. Ir. Dana Indra Sensuse, M.LIS, Ph.D Government regulation No. 95 of 2018 regarding SPBE requires central and local governments to develop a knowledge management system. Nonetheless, central and many local governments are in a maze for developing such a system. This phenomenon is also reflected in the evaluation results of knowledge management maturity level, which is, on average, still at level 1. It indicates that knowledge management is not yet implemented using proper planning. Therefore, the government mandates that each agency creates a guideline for developing a knowledge management system. This guideline can be manifested in the form of methodology. No literature has discussed the methodology for developing a knowledge management system specific to managing knowledge in an electronic-based system in Indonesia. This gap in the literature is expected to be addressed and filled by this current study. Employing engineering method on design science research, this study first reviews the literature and conducts interviews to create process fragments and design principles for developing a knowledge management system in an electronic-based government system in Indonesia. Second, this study develops a methodology for developing a knowledge management system in line with the engineering method principles. Subsequently, the method is evaluated by experts employing the Delphi method approach. The results indicate 17 stage processes divided into several phases: planning, analysis, design, implementation, monitoring, and evaluation. The expert assessment also indicates that the developed methodology is valid, comprehensive, and easy to understand. Keywords: SPBE, KMS, Engineering Method, Delphi Method
